Purchasing/Bidding

Using taxpayers dollars wisely is a priority at Ulster BOCES. Strict purchasing guidelines have been established and are followed to ensure that purchases of goods and services are made in accordance with the provisions of the General Municipal Law 104-B. Procedures are established to ensure that prudent and economical use of monies in the best interest of the taxpayers is accomplished, as well as to guard against favoritism, improvidence, extravagance, fraud, and corruption.


The following guidelines are used for selecting vendors to purchase Commodities, Equipment, or Goods from:


Dollar LimitMinimum Requirement
$1 to $5,999

at the discretion of the Purchasing Department

$6,000 to $9,999

Documented telephone quotes from at least 3 separate vendors (if available)
or a request for proposal, at the discretion of the Purchasing Department

$10,000 to $19,999

Formal written quotes from at least 3 separate vendors (if available) are required.
Proper written evidence must be given if the required number of quotes cannot be accommodated

$20,000 and up

Sealed bids in conformance with Municipal Law, Section 103.
In addition to bids conducted by Ulster BOCES, other acceptable bids include those awarded
by the County of Ulster, New York State, and certain other BOCES.

The procedures for awarding contracts for Public Works/Contracts and for Professional Services & Consultants are different.
