Mission Statement:

At Ulster BOCES our mission is to provide high quality shared educational, administrative, and technical services that enable component districts to develop the capacity in their students and adults to achieve higher standards of performance. With an emphasis on economic efficiencies. Ulster BOCES is committed to offering educational programs that enable all students to prepare for employment and/or post-secondary education.

Philosophy:

The Faculty and Administrative staff of Ulster BOCES Adult Education Post-Secondary Programs support the mission of the agency to provide high quality educational programs, enabling students to prepare for employment. The Adult Cosmetology program supports this mission with the following practices:

 

  1. Each student admitted to Adult Cosmetology for NYS licensing will be provided with an education that corresponds to the demands of the current professional practice of this profession. The scope of instruction will be limited by the New York State Department of Education mandated Cosmetology curriculum.
  2. A Cosmetology student is a person with unique personal strengths and weaknesses that will translate into professional strengths and weaknesses. Instructional philosophy will focus on identification of strengthening all aspects of the individual. The program is performance-based, which integrates all avenues of learning and developing a strong foundation for continuing educational pursuits.
  3. Safe and responsible Cosmetology can only be practiced by students who have been prepared to exercise a thinking process that includes the understanding of related data, customer evaluation, planning and memorization of practical skills. This school teaches all necessary basic skills for Cosmetology licensure in New York State.
  4. The goal of the Adult Cosmetology Program is to prepare students for entry level employment through repetitive practice and technical theory. The clinical experience allows students to practice and polish their skills on actual clients.
  5. Upon completion of the required 1,000 hours of education and practice, students will be eligible to apply for admittance to the licensing exams.

 

STUDENT ACCESS TO RECORDS:

Family Educational Rights and Privacy Act (FERPA: The FERPA statute is found at 20 U.S.C. § 1232g and the FERPA regulations are found at 34 CFR Part 99).

Ulster BOCES Post-Secondary Adult Education Programs affirms the right of students to know what records are maintained about them and the type of information such records contain. No entry or document will be placed in a student’s record without notice to the student, with the exception of published grades, announcements of honors, and documents or entries supplied by or at the request of the student. In general, students’ access to their records will be limited only by reasonable regulations as to time, place and supervision. “Students records” include files, documents, and other material maintained by the Adult Education Office that contains information directly related to a student. Students will not, however, be allowed to inspect the following records, except as noted below:

  1. Letters of recommendation that have been obtained under a waiver of inspection rights.
  2. Records made by administrators and faculty at Ulster BOCES Post-Secondary Adult Education Programs for their own use and not shown to others.
  3. Financial information furnished by parents, on the Free Application for Federal Student Aid (FAFSA). *Students will be allowed to review such information if written authorization is provided by their parents.

*Title IV Funding is not approved for the Adult Cosmetology program and would not apply.

REFUND POLICY FOR CAREER TRACK OR FULL-TIME COURSES SCHEDULED FOR 100 HOURS OR GREATER

The Ulster BOCES Adult Education School of Post Secondary Programs and Ulster BOCES School of Practical Nursing have a fair and equitable refund policy. A refund of tuition, fees, and other institutional charges may be due in the event the institution cancels a class or if a student does not enter or complete the period of enrollment for which the student has been charged. The refund policy is published and uniformly administered. If Ulster BOCES (‘the Institution’) cancels a class and tuition and fees have been collected in advance of the class start date:

  1. the institution will refund 100% of tuition and fees collected;
  2. refunds will be made within 45 days of the planned start date.

If a student does not enter the period of enrollment for which the student has been charged and the student does not begin classes or withdraws on the first day of class:

  1. and tuition and fees have been collected in advance of the class start date;
  2. the institution will retain no more than $100 of the tuition and fees collected in advance;
  3. refunds will be made within 45 days of the class start date.

If a student does not complete the period of enrollment for which the student has been charged and tuition and fees have been collected:

  1. the institution will complete a ‘Withdrawal’ form for processing;
  2. the ‘Withdrawal ‘ form establishes the student’s last day of attendance and determination date;
  3. the institution will determine and outstanding financial obligations or refunds due; refunds, when due, will be made within 45 days from:
    • the last day of attendance if written notification has been provided by the student.
    • the date the institution terminates the student.
    • the date the institution determines withdrawal by the student.

Refund amounts will be assessed based on the following conditions, and approved by the Director for Adult Education, or Administrator for Health Occupations.

  • 100% - student withdraws up to one week before or on the first day of class.
  • 90% - student withdraws after the 1st day of class through the first 10% of enrollment.
  • 50% - student withdraws after the first 10% and before 25% of enrollment period.
  • 25% - student withdraws after the first 25% through 50% of enrollment period.

After the first 50% of the enrollment period the institution will retain all of the tuition. The institution complies with the refund policies adopted by the Commission of the Council on Occupational Education unless a different policy is mandated by the institution’s licensing agency or the institution’s governing board.

ADULT COSMETOLOGY APPLICATION DETAILS:

  1. Applicants should call 845.331.5050 to schedule an appointment with the Adult Education Information Facilitator.
  2. During this meeting an introduction to the beauty enhance industry is shared, a tour of the classroom will be offered, and program expectations are discussed.
  3. A review of Adult Cosmetology Student Handbook is completed.
  4. Student Registration is completed.
  5. Student Payment Plan is negotiated.
  6. Anticipated start date is determined.
  7. Expectation of class and clinical experience is discussed.

PROGRAM OBJECTIVES:

Upon completion of this program of study, the student will be able to:

  • Adapt and transfer skills learned in class to live models and clients in an industry setting.
  • Practice job related skills in the art of communications and interpersonal relationships.
  • Perform those skills necessary for an entry-level position in the field of cosmetology.
  • Communicate effectively with employers, employees, peers, and patrons in a constructive manner.
  • Develop an awareness of the scope of the cosmetology field.
  • Recognize the need to continually up-grade individual skills and keep current with the trends in cosmetology.
  • Learn to select wisely, care for, and use properly commercial products that are related to the application of beauty treatments.
  • Foster an appreciation of the contribution of the science and art of cosmetology to progress in the fast moving industry of today.
  • Perform duties in a professional manner.
  • Receive an application for licensure and be admitted to the New York State Cosmetology Licensing Examinations.

HOURS AND PROGRAM REQUIREMENTS FOR COMPLETION:

The current program is approved by the New York State Education Department. It will provide a total of 1,000 hours of combined theory and practical clinical instruction to be completed prior to admission to the licensure examinations. As proof of successful completion of schooling, the Director of Adult Education will verify and approve the Affirmation of New York State Approved Schooling section via the web-based portal for the Division of State, Division of Licensing Services.

 

THE SCHOOL DAY:

Holiday closings will follow the Adult Education calendar.

Adult Students:

3:00 to 9:30 PM = Full-time Enrollment (10 months) *

6:30 to 9:30 PM = Part-time Enrollment (20 months)

*half-hour dinner break is 6-6:30 PM

Classes are scheduled Monday through Thursday throughout the year, with a Summer break. Students will be given a calendar with all scheduled school closure dates when enrolling.

ATTENDANCE POLICY:

The importance of regular attendance and punctuality cannot be overemphasized. Employers are interested in dependability. Each student is expected to be in school regularly unless hindered by his/her own illness, or other illness or death in his/her family. If you are going to be absent or late, you must call the school and a message must be left for your instructor. Adult students may accumulate a maximum of one (1) day of absence each month. Every hour the student is late or leaves early will accumulate toward an absence. If an Adult Student is absent more than three (3) days per quarter, he or she will be placed on probation for the following month. If absences do not improve, failure to meet attendance requirements may result in removal from the program.

KITS:

All students are required to purchase a cosmetology kit. The kit will contain various tools and equipment to be used during instruction. Kits must be paid for in full before the start of the class. It is the student’s responsibility to replace lost, stolen, or broken kits. Ulster BOCES is not responsible for any kits that have been lost, stolen or broken.

UNIFORM:

For safety purposes all students are required to wear a school approved lab coat and closed toe and heel shoes (non-canvas). Students are expected to dress in a professional manner and are to wear dark colored pants and a dark colored crew neck shirt.

 

PAYMENT:

All payments for tuition, kits and books are to be paid to the Adult Education services cashier in Port Ewen. Kits will only be issued after full payment is received.

Payments are accepted as follows:

  1. Cash
  2. Personal checks or money orders made payable to “Ulster BOCES Treasurer”
  3. Credit cards such as Visa or Mastercard (in person or by phone)

Be sure to include the student's name and program. CLASS ATTENDANCE WILL BE BARRED FOR PAYMENTS THAT ARE LATE BY 30 DAYS OR MORE. Continued non-payment will result in removal from the program.

CLASSROOM RULES:

  1. No food will be allowed at classroom tables once class has begun.
  2. Once class begins, no student is allowed to leave the classroom without permission.
  3. Students must be prepared for class with all Cosmetology textbooks, workbooks, and State Rules and Regulation books. Any additional reading material must pertain to hairstyling, cosmetology, or nail care.
  4. If a student does not participate in and/or stay attentive during class, he or she will be instructed to clock out until class is over and will not receive hours.
  5. No drama will be tolerated.
  6. Respect Everyone! This is a critical skill for success as a cosmetologist.
  7. Attendance sign-in and sign-out is required. These sheets document time in class, and allow for hours to be counted toward the mandatory instructional hours.

WORKSTATION RULES:

  1. Countertops and chairs are to be wiped down every day.
  2. Mirrors need be clean and free of dust prior to leaving class.
  3. Personal items cannot be kept on stations.
  4. All cabinets should be clean at all times.
  5. All tools and product containers should be clean and free of hair.
  6. Any tools, combs, brushes, rollers, and towels should be removed from the station and cleaned immediately after every use.
  7. Hair must be swept and the floor kept clean at all times. This is your responsibility as a student!
  8. Chairs should be turned facing mirrors.

 

CLINIC RULES:

  1. School approved lab coats (smocks) must be worn at all times.
  2. Clean, professional-looking, closed toe and heel shoes (non canvas) must be worn at all times.
  3. Fingernails (natural or artificial) must be kept short and shapely at all times. This is a safety measure for students and clients. If a student’s nails interfere with the ability to perform clinical duties, he or she will be asked to trim them to a reasonable length.
  4. All supplies in kits must be labeled by the student. Ulster BOCES is not responsible for lost or stolen kits.
  5. No food or open container drinks are allowed in the clinic area.
  6. Keep chair, workstations, and the floor free from hair at all times.
  7. All work must be checked by the instructor daily.
  8. Students are expected to be courteous to the instructor, other students and patrons.
  9. No profane language is allowed.
  10. Area clean-up must be approved before students can leave the building.
  11. Students are not allowed to receive personal phone calls with the exception of emergencies.
  12. Instructors may request a physician’s note in the event a contagious disease is prevalent.
  13. If a student refuses to perform an assigned customer service or classroom activity, he or she will be dismissed for the remainder of the day and will not receive hours.
  14. Salon services performed on students are a privilege and you must get permission from your instructors to work on one another.
  15. ONLY PAUL MITCHELL PRODUCTS ARE TO BE USED FOR HAIR COLOR as we operate as a ‘Paul Mitchell Salon’.

TESTING:

  1. All students will take tests on the same day unless absent
  2. Students will only be permitted to retake a test or quiz if the grade is failing (under 70)
  3. An initial assessment of skills progression will be reviewed at 500 hours.
  4. A Predictor Exam of skills will be administered after 750 hours of instruction.
  5. The Final (Mock State) Exam will be administered after 900 hours of instruction.

 

If any rules are not followed you will be asked to conform or you may leave and not receive hours for that class. Field trips are a privilege and hours will be given only to those students who attend.

PROVISIONS FOR COUNSELING OF STUDENT PROBLEMS OTHER THAN ACADEMIC

All students encountering obstacles (personal, financial, transportation, child care, etc.) to successful completion of the program should make an appointment with an Adult Education Coordinator or Information Facilitator.

PROVISIONS FOR HANDLING STUDENT COMPLAINTS

If a complaint involves a disagreement with another student, the concerned student should follow these steps:

  1. Discuss the matter with the other student against whom the complaint is directed.
  2. If this does not resolve the problem, the concerned student should bring all facts to the instructor.
  3. If the instructor is unable to resolve the problem, the situation will then be presented in writing to the Director of Adult Education by the student and instructor.

A conference will then be convened. If the complaint is in regard to grades, evaluations, classroom or clinical behaviors, the concerned student should request a conference with the member of the faculty involved, and, if unresolved, request a conference with the Adult Education Counselor. If the issue still remains unresolved, the student may request a conference with the Director of Adult Education. If the complaint involves concern about some phase of general school policy, the student should:

  1. Make an appointment with the Director of Adult Education.
  2. Bring all facts, well organized, to the appointment.

ADULT EDUCATION GRIEVANCE PROCEDURE

We want your experience at the Adult Career Education Center of Ulster County BOCES to be a positive and successful one. Therefore, if at any time you are experiencing problems that would interfere with your success at this school, please take the following steps to resolve the problem.

  1. Speak with your teacher if the problem is relevant to your course work.
  2. If the problem is unresolved after speaking with your teacher, speak with the immediate program supervisor or information facilitator.
  3. If your problem is not resolved, request a Grievance Form from the Adult Education Office. Complete the Grievance Form and submit to the Adult Education Office, PO Box 601, Port Ewen, New York 12466. A school representative will attempt to meet with you within five (5) working days of the receipt of the form.
  4. If at this time the concern is not satisfactorily resolved, the student may submit a letter to the Director of Adult Education. Please include: Reasons for the concern, stating its nature, any surrounding facts, the date it first arose, any events or conditions causing the concern, and a statement of what you would like BOCES to do. The name of the BOCES representative with whom you met after first filing the grievance form. Stating the outcome of the meeting with the BOCES representative.
  5. The Director will attempt to render a determination with fifteen (15) working days after receipt of the grievance.
  6. If at this time the concern is not satisfactorily resolved, the student may file the grievance with the Deputy Superintendent.
  7. The Deputy Superintendent will attempt to render a determination with fifteen (15) working days.
  8. If the grievance is not resolved at the Deputy Superintendent’s level, the grievance will be shared with the District Superintendent who, upon review of the information presented, will make a final decision within fifteen (15) working days.
