Support Of Special Education and ELL:
Our goal at Ulster BOCES is to partner with component districts to ensure a reopening plan that provides rich and robust academic instruction, social-emotional support, and related services for our Students with Disabilities (SWD) and English Language Learners (ELL).
All Ulster BOCES Special Education programs will meet, conditions permitting, in-person everyday. This framework provides a free and appropriate public education (FAPE) that offers a continuum of special education services designed to meet learners’ unique needs in order to prepare them for further education, employment, and independent living in the least restrictive environment (LRE). In consideration of the health, safety, and well-being of students, families, and staff, our plan is designed to enable transitioning between in-person, remote, and blended learning environments to ensure the provision of FAPE consistent with the changing health and safety conditions that might exist.
We are committed to providing meaningful parent engagement in the parent’s preferred language or mode of communication regarding the provision of services to his/her child to meet the requirements of the IDEA. Further, we will maintain regular communication with the district Committees on special education (CSE), committees on preschool special education (CPSE), parents/guardians and other family members to ensure that they are engaged in their children’s education during the reopening process. This will ensure there is an understanding of the provisions of services consistent with the recommendations on Individualized Education Programs (IEPs).
